Skill Card - Govt To Launch ‘Skill Card’ To Help Employers Verify Job Seeker Credentials -Wayline Consultants

"When you receive a skill certification it is in the form of a paper. You cannot carry that. So it will now be in the form of a card which you can carry in your pocket"


The skill card will contain a Quick Response (QR) code which upon scanning will inform the employer about the type of skills a person has or the course they have undergone and the certification awarded to them.
The skill card is expected to make the lives of trained professionals easier as they no longer need to carry around certificates since the card will be updated with all the information. It is also expected that over time the card will be converted into a smart card with an embedded chip. Additionally, although the card may initially be issued to people in select schemes it will eventually become the norm across all 21 ministries and departments as India aims to skill-train over 400 million people between now and 2022.
he United Kingdom has a similar system where construction workers can obtain a CSCS (construction skill certification scheme) card which is provided under a skills certification scheme. Most builders who employ them ask for this particular card as proof of the necessary qualifications for the job. In India, opinion is divided over the expected benefits of skill cards. Some suggest information like qualification and skills can be included in the individual’s Aadhaar number while other believe it could act as a tool for better employment.
Overall, however, a new skill card just adds to the various cards Indians already carry like driver’s license, PAN card, Voter’s ID card as well as debit and credit cards as we move towards a cashless economy

National Digital Literacy Mission (NDLM) & What to teach for NDLM

National Digital Literacy Mission (NDLM) has been initiated with the vision to empower at least one person per household with crucial digital literacy skills by 2020. This is expected to touch the lives of more than 250 million individuals over the next few years. NDLM is an effort to complement government’s vision to transform one from each household as digitally literate. The project aims at helping adults with low technological literacy develop the skills they need to interact in an increasingly digital world.


NASSCOM Foundation has developed the training material for NDLM with the vision to empower people from all backgrounds to understand and use digital devices. The training curriculum has hence been made very simplistic in order to deliver practice-oriented training on digital literacy.
The ‘Basics of Digital Literacy’ curriculum has been split in 7 modules. Each module has been translated into four major languages namely; English, Hindi, Telugu and Kannada with more coming soon. You may download the modules from the links below:

Volunteers from Cognizant Technologies and Online Tyari have helped translate the content in the local languages of India.

Seekho Aur Kamao (Learn & Earn) - a scheme of the Ministry of Minority Affairs, Government of India for Job Oriented Short Duration Skill training of candidates belonging to minority communities (Muslim, Christian, Sikh, Buddhist, Parsis and Jains) in BPO Non Voice and Healthcare sectors in Calicut ,Malapuram & Kollam districts of Kerala .

Eligibility Criteria: 

Minimum qualification is class 8th Pass. 33% seats reserved for girls/ women candidates. Preference is given to candidates of BPL families. Applicant's Age - 18 to 30 years. Selected candidates are given TA/ DA, Stipend and Post Placement Support.

National Digital Literacy Mission (NDLM)

Making one person in every family digitally literate is one of the integral components of the Prime Minister 's vision of “Digital India”.




Definition of DIGITAL LITERACY
“Digital Literacy is the ability of individuals and communities to understand and use digital technologies for meaningful actions within life situations”.



The Digital Saksharta Abhiyan (DISHA) or National Digital Literacy Mission (NDLM) Scheme has been formulated to impart IT training to 52.5 lakh persons, including Anganwadi and ASHA workers and authorised ration dealers in all the States/UTs across the country so that the non-IT literate citizens are trained to become IT literate so as to enable them to actively and effectively participate in the democratic and developmental process and also enhance their livelihood.
 
Altogether 52.5 lakh persons, including Anganwadi and ASHA workers and authorised ration dealers will be trained under the programme in two phases. In the first phase, 10 lakh beneficiaries will be trained under the scheme. Out of this, 6.3 lakh beneficiaries will be trained on Level 1 and 2.7 lakh beneficiaries will be trained on Level 2. Nine lakh beneficiaries will be eligible for training fee support from the government. The rest 100,000 beneficiaries will be trained by the industry and civil society partners. Under Phase II, 42.5 lakh persons will be trained, which also includes Anganwadi and ASHA workers and authorised ration dealers

SERVICE TAX EXEMPTION TO SKILL DEVELOPMENT PROGRAMMES

Services provided in relation to skill development programmes shall be exempt from service tax w.e.f. 10.09.2013 under Entry No. 9A of Exemption Notification No. 25/2012-ST dated 20.06.2012.
Under this entry, following services shall be exempt from levy of Service Tax:
Any services provided by _           
(i)      the National Skill Development Corporation (NSDC) set up by the Government of India;
(ii)     a Sector Skill Council approved by the National Skill Development Corporation;
(iii)    an assessment agency approved by the Sector Skill Council or the National Skill Development Corporation;
(iv)    a training partner approved by the National Skill Development Corporation or the Sector Skill Council
in relation to (a) the National Skill Development Programme implemented by the National Skill Development Corporation; or (b) a vocational skill development course under the National Skill Certification and Monetary Reward Scheme; or (c)  any other Scheme implemented by the National Skill Development Corporation
This exemption in relation to various eligible skill development programmes shall be available w.e.f. 10 September, 2013 and has been inserted in Notification No. 25/2012-ST vide Notification No. 13/2013-ST dated 10.09.2013.
The exemption is available subject to the following two conditions –
  1. Services should be provided by specified or approved corporation, agency, partner or council; and
  2. Such services should be only in relation to specified programmes or courses.
Accordingly, following specified service providers shall be eligible for exemption:
  1. National Skill Development Corporation (NSDC) set up by Government of India (i.e. Central Government)
  2. Sector Skill Council (SSC) approved by NSDC.
  3. Assessment Agency (AA) approved by NSDC or SSC
  4. Training Partner (TP) approved by NSDC or SSC

Services provided by any other service provider or agency shall not be eligible for this exemption.
NSDC is a first-of-its-kind Public Private Partnership (PPP) in India set up to facilitate the development and upgrading of the skills of the growing Indian workforce through skill training programs. A large part of the organisation’s efforts are directed at the private sector and towards developing the skills in the unorganised sector in India. NSDC supports skill development efforts, especially in the unorganised sector in India by funding skill training and development programmes. It also engages in advocacy and training programmes, in-depth research to discover skill gaps in the Indian workforce, and developing accreditation norms.
The eligible service providers i.e., NSDC or SSC or AA or TP shall provide services in relation to the following only so as to claim exemption from Service Tax –
  1. National Skill Development programme implemented by NSDC, or
  2. Vocational Skill Development Course under National Skill Certification and Monetary Reward Scheme, or
  3. Any other scheme implemented by the NSDC.
Thus, programme or course should be implemented by NSDC. It could be national skill development programme or any other programme. What is important is that it should be implemented by NSDC. Besides, any vocational skill development course is also exempt provided it is under National Skill Certification and Monetary Reward Scheme. This scheme was launched in August, 2013 to train youth who would be trained, required to appear for national skill test before getting a certificate and reward of Rs. 10,000. the scheme provides monetary awards for skill certification to boost employability and productivity . The scheme in funded by Government of India and implemented by NSDC.
